What is the Content Creator Protocol?

The Flemish Regulator for the Media (Vlaamse Regulator voor de Media/VRM) makes the Content Creator Protocol (CCP) available to content creators, vloggers, and influencers who post videos on social media platforms. This way, they can readily find out how to post online videos on social media platforms (such as YouTube, Instagram, TikTok, Twitch, etc.) in compliance with the regulations.   

The Content Creator Protocol consists of three themes:

  1. Commercial communications on social media
  2. Commercial communications and content aimed at minors
  3. Prohibition of hate speech and violence

Why does the Content Creator Protocol exist?

The European Union wants greater transparency and clarity on social media platforms, which is why it has reviewed the Audiovisual Media Services Directive to adapt it to today's media services.

In May 2021, the Government of Flanders included these recent amendments to the EU Audiovisual Media Services Directive in the Media Decree. This legislation is now also in force in Flanders. Other EU Member States are also incorporating this legislation.

The VRM is authorised to supervise compliance with media regulations, which is why the VRM makes the Content Creator Protocol available to content creators, influencers, and vloggers. This way, they can readily find out which rules they must take into consideration when they want to post a video online.

Who is the Content Creator Protocol intended for?

The Content Creator Protocol is intended for any content creator, vlogger, and/or influencer who is established in Flanders and provides an audiovisual media service.
